a) Job Specifications

Duties and responsibilities: -

  1. Overall supervision of all human, financial and material resources of the department;
  2. Overseeing the development and implementation of a brand manual for the Service;
  3. Developing and ensuring compliance with the corporate identity of the Service;
  4. Overseeing the development and implementation of a communication strategy for the Service;
  5. In charge of formulating and implementing creative communication strategies and public relations programs;
  6. Overseeing the regular update of the Service's website;
  7. Overseeing the promotion of a positive corporate image of Service to the public through promotions and campaigns;
  8. In charge of all public relation activities in the Service;
  9. Overseeing the branding and promoting the Service nationally and internationally;
  10. Building synergy and enhancing collaboration between the public sector and private sector institution;
  11. Identifying and creating good working relations with all possible development partners;
  12. Managing and appraising departmental staff and identifying their training and section needs;
  13. In consultation with the MD, managing and handling all negative publicity about the Service; and
  14. Overseeing management of customer complaints in the Service.

b) Persons Specification

For appointment to this grade, a candidate must have: -

  1. At least ten (10) years' experience in Corporate Communications in the public or private sector, five (5) of which must be in a management position;
  2. Bachelor's degree in Journalism or mass communication, public relations or its equivalent from a
  3. recognized institution;
  4. Master's degree in Journalism, Public Relations, Mass Communication or Social Sciences from a
  5. university recognized in Kenya;
  6. Management course lasting not less than four (4) weeks;
  7. Post Graduate diploma in Journalism, mass communication or its equivalent from a recognized institution; if the degree is not in Journalism or mass Communication;
  8. Professional qualification and membership in a professional body in good standing where applicable;
  9. Proficiency in computer applications;
  10. Compliance with Chapter Six of the Constitution of Kenya.
